Huh? Sorry. That second link didn't require registration this morning, and now it does indeed seem to. It describes an address Dr. Rice was going to make on September 11th, introducing missile defense as the centerpiece of the Bush counter-terrorism policy.

That first link is a Tripod page. I have a hard time believing it as a valid link, especially considering the first link to to being an attempted browser exploit.
