Duh.

What makes people think that they have a "right" to smoke around people who don't want to inhale their smoke? Do they think they have some magic bubble around them that makes their smoke harmless when it passes through?

Yes, it's a semipermeable warp bubble and everyone has one. Most people just haven't learned to gear their's up yet. It's what allows Santa Claus to go around the world to deliver toys to all the good boys and girls in just one night...
