If you are a mutant turtle with an army and empire, and then you lose to plumber, are you really a tactical genius?

It wasn't Bowser in Super Mario Brothers 2 (Except in the Japanese version which is called The Lost Levels in North America).
Bowser can't hold a candle to Dr. Wily for ignoring the fact that he never wins though. There are what, a dozen Mega Man games with Dr. Wily as the bad guy? That guy needs some help.

Bowswer does, in fact, appear in Super Mario Sunshine a couple of times. He's like Ganon in the Zelda games...there's just no getting away from him.
