You know...it occurred to me upon reading this news that my mental voice for Luna was "Janice" of the Electric Mayhem as portayed by the late Richard Hunt on The Muppet Show.

Not impossible. Just far less likely that the less-well-off would have engaged in foreign travel, and thus far less likely that the youngsters would already own a passport. And it would be nearly impossible to get a new application approved and the new passport issued in the 4days between 10January and 14January. For all practical purposes, impossible: a UK Member of Parliament is currently in legal trouble -- possibly has already been forced to resign from office -- because he helped a very wealthy constituent bypass the normal bureaucratic processing-delay. And that passport still took a week or so to be issued.

Is such a policy for the purpose of "culling"?
Many audition notices I've seen online for TV shows and movies in the UK (and Canada, come to think of it) have "passport" included as part of the required ID, no matter what the age group being auditioned. I had assumed it was a standard thing.

I also think it is unlikely that three days was the only notice given. This announcement was probably sent out much further in advance, possibly a month or so in advance, which, according to the UK Passport Office, is long enough to obtain a passport.
Obtaining passports in Canada is much quicker and can be done inside of a week, or, if you're willing to pay, the next day.

And really, what are the odds that they will even consider someone with absolutely no acting experience, cold, off the street. If anyone has serious acting career goals, one would think getting a passport would be the first indicator, especially if it is something routinely required by the industry. I'm leaning toward "no" on the culling thing.
(Except insofar as culling out the off-the-street wannabes from the serious contenders.)
