out of town or away from my books, and often wishing to read them, and was wonfering if anyone knew of an online library that held OSC books?(preferably one that lets you download them so im not online for hours at a time. )

I don't know of an arrangement where that would be legal. Though he has many of his writings in the OSC library (See the links in the ecru banner overhead here.)
