That's because it's not really a serious offer. Some nations -- and we've done this, too -- only offer aid to tease other nations.

We should accept just to see what happens.

We should. That would give quite a few of them the opportunity to defect. (Although they would probably only tend to send doctors whose families they can hold hostage, as happened repeatedly with one of my aunts.)

(Also, for Bush to reject an offer of aid--as Cuba repeatedly does with our official offers--would be a political disaster for him, in light of the way his response is already being viewed.)

You are showing your complete lack on knowledge about the subject you are talking about.

Entire boatlaods of people risk death on small boats to try and make it into the US every year.

Ever hear of Elian Gonzolez?

Not to mention the enourmous amount of Cuban families all throughout FL (and other states). Most of them came here at great risk to their lives and the lives of their families.

http://www.ailf.org/ipc/policy_reports_2003_CubanMigration.asp

quote:
To fulfill the commitment to admit at least 20,000 Cubans per year under the Special Cuban Migration Program, lotteries have been held for individuals who register for the slots. The number of Cubans registering has reached into the hundreds of thousands. NOTE 5 Despite this demand, the United States has never raised annual admissions above the minimum 20,000, even though this is a self-imposed ceiling.

I too think they should accept just to see what happens.

Maybe it'll get them to accept our offers of aid next time a hurrican rips through Havana.
