I'm hoping this means that OSC is starting to read the submissions, which means I can finally get a response to my submission after all of this time of waiting. Or does Slash have some kind of special connection with OSC where his story was requested or something?

All right, look; I'm only going to say this once:
BE FREAKIN' PATIENT!
Almost all magazines take 2-3 months to respond. Pro, semi-pro, amateur and for-the-love markets are swamped with submissions. Industry standard for print magazines is 3 months reply time. 3 months! For e-zines, its a bit less, but most ezines have a staff of editors.
OSC, as far as I know, is the only editor. He's got assistance with the slush pile, but hey, give the dude a break!
