A lot of (nearly all) DVD players can play picture CDs, though that's often awkward.
I have no idea on a PC. A Mac with a DVD burner comes with the tools to do this in very nice ways builtin, so if you can find one of those (such as a workstation on campus) I'd suggest that.

Yeah if you can get your hands on a mac that's at all recent (and has a dvd burner), you can do all of that using iPhoto and iDVD (as fugu said). If you can't get access of a mac, well you should buy one
In all seriousness though, you might be able to do this using something like Easy CD Creator (or I think it's called Easy Media Creator or somesuch now), or probably most of the commercially available DVD authoring programs. However, it has been my experiance that for DVDs (at least DVDs made by non-professionals), those made on Macs look far better than those made with Windows software packages. The iApps work very well for this kind of thing.

If you have Windows Movie Maker (I think it comes standard with XP but if not it is a free download from Microsoft) you can do this. I haven't actually done it before but I just played around with it for 5 minutes and it looks like it should do everything you need. My shortcut is in Start->All Programs->Accessories->Entertainment.

I would also recommend using DVD-R discs as they seem to be compatable with more players. My player won't play +R discs but will play -R ones.

It's been mentioned already but is worth repeating. The iLife software suite that you can get for a Mac is very simple, yet have a lot of useful features available. iMovie is essentially drag and drop. Just drag pictures, video clips, music, transitions into your project and they are added automatically. iDVD allows you add some very nice looking features very easily as well. If you don't have a Mac available to use, then I guess you can just ignore that.
DVD+R's will work on most of the recent DVD players. I have a three year old DVD player that it works just fine on. However, DVD-R would be preferable.

This functionality, while perhaps not as slick, is all available in Windows Movie Maker. It is all drag and drop as well with a number of transitions and effects available. I was able to find all of this within about 5 minutes of playing around with it last night.

Ulead Video Studio 9 is pretty good, and has a 30-day free trial. Good combination of video-and-image editing and DVD creation. Pinnacle isn't bad either.
