It is a support band, but does not necessarilly have to be a Lance Armstrong support band. However, if I really cared I would use photoshop to sharpen and zoom in. You got a point about the french instructor written in english, but then it could just be U.N. trainers. Especially since I am not seeing any flag or patches to signify country.

Zooming in using Gimp, I'm almost certain that it doesn't say firearms instructor. That said, I'm not entirely sold on it being "French Instructor" either--it's not clear enough for me to tell. It certainly seems like a strange insignia to wear, but it wouldn't surprise me.
