About half an hour ago I got home froms school. I was walking along, reading (incidentally, Enchantment). On my block up ahead I saw a guy and a girl who I didn't recognize just seeming to fool around. Then after I passed I realized he was holding onto her wrist and she was saying "I can't I have to write an essay" then he said "You can write it at my house." I don't know. She seemed like she really didn't want to go and it seemed like he was trying to force her to and it seemed like all I did was walk away reading about young Ivan.

Before you kick yourself, realize that there isn't much that you could have done. First, I assume you're not an adult (and excuse me if that assumtion is wrong), so you're not really an authority figure. Second, all you would have had to go on is a bad feeling. Third, you say you didn't recognize them, which means you probably don't know them, which means there's really no way of telling what was going on.
Still, you know what you saw better than I do. Obviously you can't go back in time and strike up a conversation with the two of them, or ask if everything was all right, or anything like that.
If it is really bothering you, you can always tell someone who can look into it.
(And if this is bad advice, someone please correct me.)
