ps: also, anyone know what the code is for loading an exe thats outside of the vb program? like click "command button" and then it opens a txt file?

Do you want to stream a binary file to the user over the web from where it's stored inside a database? Do you want to point their browser to a file on a webserver somewhere, and hope their browser/OS combo can handle that MIME type? Or do you want to open a file that you're reasonable sure is already on their computer? The code for all these things is different.

That's actually the easiest situation. You'll want to add some error handling in the event that the file does NOT exist -- unless you want to create the text file as a blank (or from a template) if it doesn't.
The Microsoft Web site, believe it or not, has some VB samples for precisely this situation. Do a search on "scripting."
