A friend of mine is having difficulty joining an online game. We have tracked the problem to some blocked ports; what we cannot figure out is what software is doing the blocking. We have checked
Windows firewall (it's off)
Router (he doesn't have one)
ISP (they say they do not block any ports)
Can anyone think of anything else to check? And does anyone know of a tool that will tell us where the block is coming from?

Actually, this may sound stupid, but you might want to check to make sure his settings allow the ISP to assign an IP address dynamically instead of using a static IP. I honestly don't know why that would be related to the problem you're having, however, I have experienced this sort of thing on travel and had to do some TCP/IP setting changes and then an ipconfig /release and Ipconfig /renew
(or whatever the right command is)

Okay, this may be of no help but there is a list of all accessible ports and what use them. I can not unfortunately remember where it is online. But if you already know the ports and find out what uses them that might at least narrow down the number of possible problems.
