The funny part doesn come until about 45 seconds into the clip but you have to watch the whole thing for it to make sense.

The Chinese/Japanese characters that pop up in the middle of the screen after the rejection say, "Didnt See It!"

I thought the kids reaction was just amusingly cute.

edit: The characters that appear with the heart symbol say, "Obtained gratitude!"

I find the comments funnier than the video:

"I'm sorry but Chinese can't drive and to me, they have the most annoying laugh ever. Wanted to punch the commentator, laughs like my buddy from high school, geeeezus. Stay off the roads please. =)"

The commentary was Japanese, and the subtitles at the bottom were Chinese. This leads me to think that the people in the video are Chinese, and its being shown on a Japanese TV show.

The kid's reaction may be cute to you, but you can bet that the parent was mortified at the time (says the mother of a two-year-old!)

As for driving, drivers in Hong Kong are amazing IMO. There are no stop signs almost anywhere and yet everyone knows how to get to where they are going without crashing at an intersection.

And the video is cute; the tiny boy's reaction is priceless. I showed my mother, and she said "he reminds me of you when you were young."
