Does anyone know what the name of this book is? All I have is the cover and I can't blow it up properly to read the title.

If it were a Holly Hobbie item, I think one of the characters should be wearing a darkish-toned blue bonnet. The shape is also off.
It looks like a vintage Strawberry Shortcake book to me, like this one. Poofier-topped bonnet, light-coloured with darker dots and a darker ribbon. The old SS bonnets were poofier with a narrower ruffle/brim, although the new ones have bigger brims, less frilly.
The old HH bonnets had pieces at the sides like blinders for a horse. You could never see the eyes from the side view.

Edited to add: I know far too much about this -- or, at least, I have far too detailed an opinion on it.

It doesn't look like Holly Hobbie or Strawberry Shortcake to me. Looks vaguely familiar, but I can't place it. Sorry.

I've rotated that image and resized it and the orientation of the artwork and title to where the spine of the book is doesn't really make much sense to me.
I'm trying to figure out if the picture is an elephant or a bear in a white smock or not as well.
It just is too small to be processed with any certainty.

Bob, do you know what's written on the back of the book? Also, they're both people. Probably two little girls or boys.

Could that book possibly be from a culture where the text is read from back to front? The reason I ask is that when I enlarged the image it's clear that the book's spine is at the bottom of the image (directly opposite the hands of whoever is holding the book).
That would put the title in an arch "underneath" the image if this is a book from a Western source. But if, say, it's from Israel or maybe the middle-east, the title would be in an arch above the graphic...
And...this would also be oriented properly so that what I guess are two straw hats are actually at the "top" of the image.
OR... we could be looking at the back cover of the book, I suppose. Sort of rare to have a nice graphic and title on the back cover though, isn't it? Even if it is a children's book.
