Preamble:

We know that with other corps being formed as we speak competition will be rough at first for A Grade land, by banning together in common cause now we can as the game starts get in there and grab for ourselves good land, maybe not the best land, but good land. Why will it be good land? Because it is OUR land, our new rodina, to which we will do anything to help it grow and prosper and defend bitterly.

Our entity is not just a "business" entity it is what in our vision will be a influence political entity, which treats its members with respect and decency, that works to the common prosperity of all its citizens and will work to the defence of its citizenry.

We are a democratic socialist republic where everyone contributes and works to the common goal the goal of the state but the state will give back to the members within, granting the means to common prosperity of all, mutual defence, and of course having fun.

Government:

We will operate on a dual tire administrative system, the military branch and the civilian branch of the government and there is the executive government that arbitrates the two tiers. The executive government is composed of three political figures, 2 will be military officers and the third being the wielder of civilian power and oversight over the military. The Hegemon.

The Hegemon: Is the Executive Head of State with veto over the Inner Soviet legislation and over the military, logistical, and policy decisions of the Strategos and the Polemarch. Can suggest laws and ordinances and is an integral part of the military decision making process.

The Strategos: As mentioned above is the military strategist in charge of military planning, training of the armed forces, and is obligated to work in tangent with the Polemarch on force deployments, policy, and coordinating between the logistically offices and duties of the Strategos with the strategic and tactical commands of the Fleet the Polemarch possesses.

The Polemarch: Is the Commander In Chief of the Navy, responsible for overseeing tactical fleet maneuvers, requisitioning from the Hegemon material needs of the Navy. Promotions, role assignments, material assignments, and force assignments are all the duty of the Polemarch but must work with the Strategos on matters of logistics and for settings training levels and goals.

The military structure from there will be based and oriented along the Soviet/Royal navy model, rather then an Air force model. Details as to the actual ranks, procedures for promotions demotions, details of military discipline, ethical standards for receiving/giving orders and the overall structure of the military will be published later in the Military Handbook of the Republic once it is fully compiled and ready for public distribution.

The Civilian part of the government will act as a counter balance to the military, it will be the civilians working as a corporate organizational structure will be the ones who work towards giving each citizen an equal chance of prosperity on merit. While the military protects our rights, our freedoms and our way of life it cannot survive on its own without the support, hard work and dedication of the civilian controlled firms within the ICSR. The overall governing body of the corporate branch if the Inner Soviet, they are the cabinet when size permits the economic duties of managing the nation will be delegated to. While the Outer Soviet is composed of our more influential and politically thinking citizens, they will be essentially the Parliament who will be responsible as the civilian oversight of the military, the budget, passing laws and ordinances. Any citizen in the ICSR can be in the Inner or Outer Soviets and when we are large enough the top 3 positions of Polemarch, Hegemon and Strategos can even be made up for grabs as real life responsibilities, and/or unsuitability to managing the affairs of state and military makes it needed for a change in leadership.

Members of the Republic’s can have of course dual membership in the armed forces or the civilian job market but it is understandable you’ll want to specialize in one field or another since the strength of the armed forces to defend depends on the profitability of the civilian branch. The corporate part of our new nation will be essentially in charge of colonization, being a part of a thriving economy, managing it, trading, and so many other possibilities that cannot be listed in this Charter.

In the working Charter of Soviet Rights and Freedoms under the Treaty of Consortia I would like every member interested in becoming the first pioneering citizens of the Republic to sign here and together when the game launchers we can form a new nation that we can all work together to make strong.

You'll want to codify this in more detail. Failure to do so got the real Soviets into trouble, too.
