I did something similar to that with my last girlfriend, it was on the deck on the back of my house and I had some friends come by to string up white Christmas lights while we were at dinner. Worked out perfectly.
I had originally planned to do it at a park, but the parks around here all close before night time, which makes stringing up lights and music kind of difficult, but the idea in general is a good romantic one. You'll need an accomplice or two depending on the scale.

Here are a couple of non-good ideas, which I thought might be good: dance lessons and rock climbing. Both lots of fun, but you spend too much time away from the other person, so they're not much for a date.

In the backwoods of Indiana, it is a sign of public humiliation for disliked kids in grade and high school. At least, it was that way when I was growing up. Never was TP'd myself or TP'd anyone else, but my friend and I did take pity on the girl down the street, so we tried to take down someone else's TP'ing before she woke up to see the humiliation.
Er, it now occurs to me that this may not have been the best candidate for "random acts of kindness," especially since we never thought to tell anyone why we were out there taking it down.

Dress up on halloween and smash pumpkins to the music of The Smashing Pumpkins.
Go to a deserted playground and swing on the swings, slide down the slide, climb on the monkey bars, and generally act like kids. Hide if grownups come.
Play in a fountain until completely soaking wet. Alternative is to play in the rain (if it's not thundering) splashing in puddles, dancing around, preferably while singing "Singing in the Rain", "Kuch Kuch Hota Hai" any other song you like. It's even better if this happens spontaneously, completely unplanned.
Explore the steam tunnels beneath the city, and walk on the "do not walk on this path after dark" path after dark.
Feed ducks, fish, geese, birds, or any other wild animals.
Sing harmony in a parking deck. Listen to the cool echoes.
Push each other around in a grocery cart in a parking lot, the one pushing should jump on the back and ride, too.

well, I have gone things like going bowling and playing tennis with girls I have dated.
I think bowling is good, because it doesn't matter if you are bad, if you can laugh at yourself, it can still be fun.

It was a vicious tradition. Sometimes people would hide and watch to see the person they despised having to pull the TP down, making the humiliation complete.

TP'ing works both ways in southeast Michigan.
I'd say 7 times out of 10 people TP'd houses of people they liked as a joke, my mom used to think it was hilarious when the soccer team TP'd our house because of my brother, so long as he cleaned it all up afterwards. But every now and then you'd see someone getting TP'd out of spite.
But generally when you want to show contempt for someone around here, you egg their house, or their car. Or in one specific instance, I remember in high school as a "joke" for drama club, the lead on the school musical had his car broken into and covered with motor oil, and the front yard of his house was covered in tuna fish and spaghettios, which smelled something fierce and I hear was impossible to clean up.

Walk around Barnes and Nobles with a hot beverage, discussing music, books, and movies
Each of you rent a movie the other one hasn't seen, and watch them together.
Make each other mix CDs of your favorite songs and listen to them.
(those last two might come later in a relationship, but they're still fun)
Go out to eat (nice restaurant or sandwich shop or whatever) and both order something you've never tried before.

Some of my sisters friends TP'd our house once and put peanut butter on the cars, but my dad tracked them down (they had called my sister's cell at about 1 am) and made them clean it all up. They also rake and mowed the yard and all the other yard work we would have had to do that day.

I have a memory of reading about one hatracker TP'ing another hatracker's house. Jon Boy was the perpetrator, I think, and Pat the victim. Or at least, at the time I remember thinking it was a weird thing to do to your friend. Now that i hear that there's a whole faction of the population that considers it friendly and/or an honor, though...it all makes sense.

We called it rolling someone's yard and it was a sign of affection, and also just a silly fun thing to do. We also would throw open bottles of dishwashing liquid into someone's pool as a prank, to get them all bubbly.

Wander around downtown while the bars/clubs are getting out and people watch/make fun of drunk people.
Late night picnic somewhere where you have to trespass to get there. Roofs of buildings are fun, as are closed parks, construction zones and random people's back yards.

Portland is the best place for any kind of date. (First, casual, romantic, etc.)
I've been on dates to Powell's book store (the huge one that takes up an entire city block and is three stories tall.)
There are zillions of scenic walks or hikes for evening or day trips.
The Grotto (or any other old church) has regular vespers and masses in Latin that are free to attend. That's fun in the summer because it's so beautiful there. The masses are like a free concert, and so lovely. (I'm completely a nerd, I know.)
Polaroid scavenger hunts are good for double or group dates. Each couple gets a polaroid or digital camera and a list of things to take pictures of around town. (Someone's belly button ring, a person with pink hair, a dog peeing on a fire hydrant, whatever.) You have to meet back at a certain time to see who got the most pictures on the list.
Soup kitchen nights are fun for double dates too. Any kind of service activities are a good time.

Agreed. And I would hate having to drain and refill a swimming pool because someone thought soaping it was a sweet thing to do.
