The article is specific about reuniting for a festival concert, but it sounds like they may be back for good.

Also, that's really cool that Rage is getting back together. I've still got quite a bit of teen angst left over and they've always been about the best at venting a little bit o' that.

My understanding is that Chris Cornell is moving away from TEH HARD ROCKING!@! and starting a solo career.

According to interviews I read with Tom Morello, Chris Cornell decided he wanted to go in another direction and the rest of the band said OK. Morello is doing the accoustic solo career right now, and there are no plans for RATM to reunite anytime soon, but Morello was not opposed to the idea at all.
