According to the Wall Street Journal and Empire online, the third film in Pixar's franchise will reflect the almost decade or so since the last installment. Andy's leaving for college, and he's donated all his old toys to a day care center.
Ouch.
Continuing this logical progression, I predict that Toy Story 4 will be a bunch of broken toys in thrift store, talking about death.
...to my knowledge, there isn't actually a Toy Story 4 in the works, but you never know!

Back when it looked like Disney and Pixar would part ways, WDA planned to do a Toy Story 4 (and a much goofier premise for Toy Story 3 involving all Buzz Lightyear toys being recalled to a factory in Hawaii), but once Pixar came back and Lasseter was made head of WDA, it was scrapped.

The Edward Tulane movie is being done by Walden Media.
Hopefully it'll be the good Walden that gave use films like Bridge to Terabithia and not the evil Walden that gave us The Seeker.
