Does anyone know if the Writer's Digest writing contests are legit? I was taught the rule of thumb was to submit to contests that charged a fee - that way, you kow they are not vanity press contests, and offer some real exposure. Any other opinions out there?

The Writer's Digest is legit, but not because they charge a fee. And you have your rule of thumb wrong. Contests that charge fees aren't out to give you exposure -- they're out to make money off their authors. Legitimate contests make money off the readers and if anything, charge a very small handling fee. This fee should not be more than some percentage of the top prize offered (but I can't remember what that percentage is right now -- maybe someone else does). Writers of the Future is also a legit contest that charges no fee at all.

I second Christine's statement.

The way it should work is people pay you for your work, not the other way around.

I remembered it. First it was locked, and I was very confused to see this one unlocked and growing.

Wouldn't it be safe to say that Writer's Digest contests are legit by association with Writer's Digest? Or do you know something about Writer's Digest that I don't know?
