Well if you really want to go that route I'd check Preditors & Editors. I think there are some they give their mark of approval to and they may list what to look for.

I never used a professional editor prior to acceptance for publication. After my novel was accepted for publication, it went through 2 professional editors to ensure a quality product. Before that, I used a critique group that I found here at Hatrack to give me feedback. Keep in mind that editors aren't any more qualified than anyone else who is a reader and willing to be honest when it comes to a wise reader critique. They may be more practiced at finding typos and grammar errors, but if you can find most of those on your own and you have a good story then it should be fine.

When you submit for publication, typically do the reviewers assume that the material they receive still has yet to fully complete the editing process? Do they assume that what they read is not quite a fully-finished product?

It should be as finished as you can make it and for most of us that means having someone else you trust--probably more than one--whether critique group, trusted family member, or trusted friend act as a critiquer. I really don't know of a professional fiction writer who uses a paid editor. I think it's more common with non-fiction writers.
But we are not editors. And no two editors tend to agree anyway. So, yes, when you sell a novel it will as a matter of course go through an editing stage. The editor will send it back to you with usually extensive copy edits to be made and frequently substantive edits. You then work with your editor on them.
I have actually never had a short story edited after a sale, but I've only sold a few. It can and does happen.

You might run a search in this forum. It seems to me we've discussed this before and came up with some really good advice, none of which I can really recall at them moment.
