In First 13 most throw in a pitch for their story. I'm wondering if these are just informal or if they could be used to send to an editor/writing agent/publisher. If so, then what are the guidelines; Length, content, etc.?

Pitches to agents/publishers/etc rarely include a portion of the transcript. Usually you just give a brief overview, a one-sentence zinger hook, and the work's details and your own credentials, as well as why you chose that particular person if you have any good reason.

IMO the primary purpose of the 13 lines is to let you polish those vital lines the reader is going to judge your story on and make them as strong and compelling as possible.
