You could give a prologue, a "story universe" and a set of instructions to a million writers and all of the stories would come out very different.

Has this forum ever tried that?

Well, pretty much every writing challenge that starts with a given premise does exactly that, yes. As do the flash challenges at Liberty Hall, and almost any themed anthology.
