Noemon! That's what that is! My comp and I found some on the shores of Lake Huron one winter, and I've never been able to explain it. The ice was in dunes, and it didn't match the flat topography underneath.

I've always thought that hoarfrost was frozen dew, and rime ice was frozen fog. In practice, the thickness is how you can tell, I think. Of course, this is just what I've picked up, so I could easily be wrong.
