I see 3 possibilities, each of them being stupid conspiracy theories, made up because of the lack of attention in this thread.
1. The person she knew that had ties to the middle east took it, and stored it for safe keeping, hoping that with time, it won't have an impact or that she'd even be dead. Even if this isn't the case, the government is still going to try to track this person down.
2. There are spies in the DMV, that picked at random her license to send over.
3. The article is a fake. In an attempt to ease the US's collective mind, the government is sponsering "People not really slain" program. It could be that the woman and the drivers license are fake, for example.
