Its for an obscure project of mine that won't make sense to anyone whose not me, but anyways where can I dredge up the charter to the EEC?

You're not asking quite the right question. There is no single governing charter for the EEC (which no longer exists, btw; it has been superseded by the European Community, which is a facet of the EU). The EEC (when it existed) and the EC/EU are governed by a series of treaties, not any single charter. If the new treaty sometimes called the European Constitution were to pass, that would be the charter (and none of the previous treaties would apply, having been superseded).
