If someone keeps doing it, particularly at a high rate (many times per day), yeah, they can get banned, permanently or temporarily.
Most times the defacement only last minutes, or maybe a few hours. This one appeared a bit before nine in the morning today, and isn't repeated, so nobody cares enough to ban the person; they might make worthwhile contributions to other articles.
