I have this friend who i play online with alot and the games are USUALLY enjoyable but here's the problem.
Lately he's been an ass, every oppurtunity he backs stabs me, breaks any preagreed agreement or willingly allows things to happen that ends up with me losing.
Example a) He's italy in Hoi2 and conquers scandinavia, he's "neutral" and thus lets an American armada of 100 ships cruise past denmark and invade me, tested in single player this causes me to lose everytime. I tell him this is his fault and violates his neutrality, he says he's neutral and doesn't matter. This makes him an accomplice to murder IMHO because if someone is gaurding a door and a friend is in the next room and a serial killer wants to get in to kill the friend what do you do? Be "neutral" and let him in? He says he's neutral it doesnt matter what happens.
Also he keeps playing Ahistorically which always ends up screwing up the game (which runs off of "events") and a war at the wrong time will screw up the game, I do not like playing Ahistorically, is his attention span so low that he HAS to invade every 3rd nation?
Then in Civ4 he refuses to let me play Russia on the EE3 mod because "its the only thing you play" its the only thing I like to play, why shouldn't I be allowed to play it?
Also just recently he attacked me when he KNEW I was AFK (away from keyboard), so I quit the game and he calls me a baby, some heated words are exchange and he blocks me from MSN, then he bans me from teamspeak if I'm such a baby why is he afriad to talk to me over teamspeak or MSN?
I've shown him only the greatest amount of patience in supporting him with his depression, with his relationship problems by being a kind friend kinda then some other ones and he bans/blocks me when he doesn't like the arguement at the first oppurtunity?
He also has a history from banning me from the TS server, sometimes just for the fun of it, its annoying and he used to do it when I'm playing a game that CANT be minimized!
I don't like how a game is going, I don't think its fun anymore cuz' its ALWAYS at my freaking expense I get into so much sh*t every evening because I end up waking up my parents just so I can play a game online with him and have some fun and he reacts like this? Why? He is an ass, he's always been an ass he's always doing things at my expense rarely does he every play the way that I consider fun. He always calls me an idiot when something goes wrong or if I don't notice something, he's SOOO perfect, he always does things at our expence. And he knows it too, he even apologized one time for it but I geuss he must've forgot what his christian values tought him.

Well, I say that next time your playing as his ally. Kick his ass. Let him be the one to fall to enemies while you set back and watch. In this case turn abouts fair play. SO if you don't want to kick his butt, don't stop someone else from doing it to him.

Your reasoning is unsound here. Neutral is neutral, not allied.

It depends on whether there's an agreement not to play ahistorically. If he won't agree, and you really can't stand ahisotrical play, don't play with him.

So invite doom upon him by talking to his enemies. Tell them that you will not interfere with their attemps to wipe him out.
As the old saying goes "The enemy of my enemy is my friend". So if you're so called friend has become an enemy, then let him fall. It may even be worth getting destroyed yourself once or twice if it will cause his down fall by doing so.

He plays Venice or Ottomans or some other random country he believes that I should be random countries but on that map its cramped and its not my style to play cramped. So I play Russia, which gives me ALOT of territory to expand into but I overextend myself and end up with a slightly screwy economy for a while but thats okay its a tradeoff around rennesance tech I catch up and I have 10x the production of everyother nation combined.
Its not that we agree to it its that he AWAYS does it and to an extent that it makes it less fun to play, I like playing germany from 1936-1939 not invading any nations thats not scripted in by event, if he's germany he like invades Hungary off the bat, he deny's the historical agreement between Russia and Germany (thus preventing me from getting the baltic states or eastern poland or besserbia), one time I got my revenge by attacking him when he attacked france.
Its not that he's neutral, if one is neutral one does not aid EITHER SIDE, he knew that the Americans would land north or Berlin, didnt tell me or stop it, I did not think they would because I'm used to having denmark and he took it I assumed they wouldn't get past. By allowing US troops to go past Denmark he is aiding and abetting a enemy nation. An act of war in my book.

Finally he unblocked me/unbaned me. But he's still an ass. He's hiding in another channel in ts, if I am such a baby why is he not talking to me?
Also, I have no particular style to how I play Hearts of Iron (different from civ) I prefer Communist China to Nationalist China, why? Becuase its a challenge, it doesnt mean i'ld like to play as luxemburg I just like my eggs well done, its all it is to it. No pattern, ComChi has the slim possibility of uniting China, I like going in single player and doing it, he says I shouldn't do it in multiplayer there's no point.
I like to play historically within limits, he likes to to unite china as nationalist china and conquer a land bridge to europe through afghanistan and persia and turkey
I wish I had 6-8 player games, this way I could negotiate with his enemies.

We play over VOIP, voice over IP so we can at least hear each other, also pleae not to switch Mao with Dano, Mao is Me and Dano is him, like Dano TO Mao and MAO TO Dano. thats what the dash means...

More to the point, stop playing HoI2. There's a reason the rest of the Pdox forums laughs at them, and this is a perfect illustration. Play Eu2 or CK.

Grr.... it has too much of a hold on me. And yes I understand I would be on a sort've "trial basis", but I serious doubt I'ld worry about the same issues, you guys try to rp it even a little bit.

Listen to Dag on this one Blayne. As a neutral country, he can either: A. Make an agressive act against a powerful foreign fleet not threatening him to render aid to you, or, B. Do nothing. Even if doing nothing can really be construed as as aiding the fleet, which I'm not really convinced of, it's certainly far more neutral than threatening or attacking said fleet.
I understand you feel betrayed because he didn't come to your aid, but let this one go. And if your friend/ex-friend is such a pain to play with, you could try playing with others until he comes around.

In my opinion, the Straits of Denmark, the Dardanelles, and the Straits of Gibraltar should be closeable without having to park a fleet in them, just from how densely stash mines there. Indeed, sea warfare (and trade) is one of the major weaknesses of Paradox games.
