Yeah I think he definitely meant "brought down the plane." He was talking about the terrorists, not about Americans.

It is hard to know with a clip taken out of its complete context (which makes me think that is was pulled out from the whole speech for a reason), but it seems to me that he is talking it a hypothetical situation...since he says imagine the kind of world we would face if...
