I have an old windows 98 computer; how do I go about setting up security on it so that only those who know the password can use it? Thanks .

No, I'm serious. There is no realistic way to secure a Windows 98 machine. There are ways to add cosmetic passwords, and of course BIOS passwords work against people who don't think to open the case, but that's about it.

The Windows 98 password can be circumvented by hitting <ESC>. Now THAT'S security!
BIOS is as good as you're going to get, but if they *really* want in, resetting that is just a jumper away.
