Mark Evans is mentioned all of once in Book five, described as a ten year old who gets beat up by Dudley and his gang. Coincidentally in book five we officially learn Lilly Potter's maiden name: Evans. In book six Mark will be eleven and numerous theories see him going to Hogwarts.

Has no one thought of the very obvious? Of course a "half-blood" prince refers to someone with only half of his blood in him! The rest has probably dribbled out somewhere.
Or, conversely, it could be a prince who is halfway made of blood.
Goodness, people! Thinking of half-bloods as if they are a mixed breed!

As far as simple genetics go- remember that there are many ways that alleles interact beyond simple recessive and dominant, as well as the fact that many human traits are controlled by more than a single gene.
