Woot.com is a site where they have a sale on something each day. They sell it until they run out or until it's the next day, at which point they sell something new.
Woot offs, if I'm not mistaken, speed up this process, jumping from one thing to another over the course of a day, and you have to keep hitting refresh to see what's up for sale at any given minute.
We got our HDTV off of Woot a couple of months ago, and we're really happy with it.

If you're asking about the word "woot" used as an exclamation, it basically is synonymous with "yay" and "yippee."

yeah, they basically take whatever extra stuff they have in stock and sell it off. As soon as something sells out(which may be a matter of minutes) they put up the next item.
i'm not sure where the origination of the word comes from, but scifibum is correct about it's general meaning.

Well, those little photo keychains were cute. I was going to get 'em for the kids, but they sold out too quickly. Probably just as well.

Woot and I share a birthday, and I was able to get a BOC last year during that time. I didn't get anything special, just a couple of trinkets, but it was definitely worth more than three dollars.

Same here. I have to date clicked on 14 BoCs in my life, and gotten no farther than the "Buy Three" button. Ever.

How much of your life do you have to devote to Woot to get a BoC? (I mean, is there ANY chance of a positive ROI even if they send you a Lexus?)

I have no idea how many Bags of Crap I've missed as I sat there, glaring at their "Server busy" message after clicking on the "Buy Three" button, but it's a high number. I've rarely missed a bag of crap in the years I've been watching Woot, but I've never gotten one.
Icarus got one the last time around, though. No idea how he pulled it off, but he did. He acquired some mid-level crap, too--not a bad haul.

Ah, it has changed. I don't need "Cobra microTALK GMRS/FRS 16 Mile 2-Way Radios – 2 Pack" though. And I should stay away anyway - it's a time waster for me.

caysedai, a woot off lasts for a day, sometimes two, where one item after another is continuously put up until it sells out, then on the the next one. Some times dozens or more different items are sold during the woot off.

Strider: I'm familiar with the woot-off. My confusion at first was because I had never seen the shirt thing and it didn't seem to be progressing, giving me the impression it would never end. Note my follow-up comment about woot-offs being a time-waster for me. I would sit and refresh for hours if I didn't stop myself, in hopes of bagging (so to speak) a BOC.

I should probably just stay altogether. I usually can't afford anything, anyway. And I don't really need more stuff. I do like my MP3 player I got a few months, ago, though.
