I don’t even think it’s close. “Speaker” is a semi-distant second. “Hart’s Hope” has moments of sheer brilliance, but the ending kills it. “Lovelock” hinted at greatness, but left us hanging. Moments of the Worthing Chronicles were unparalleled, but it’s uneven and the overall narrative is a little “meh”.

Pastwatch is his best. Not only an excellent time travel concept, but also powerful characterization. Christopher Columbus has never seemed so 3-dimensional to me.

My personal favorite is Lost Boys. The ending caught me by surprise and blew me away.

Red Prophet definitely blew my mind the first time I read it. It is fantastic.

But there are too many good OSC books to choose a "best" one, in my opinion. Every time I read a list of the books he has written, I notice one I had forgotten about and think "Oh, yeah! That book was great!"

This really depends on what you're into I suppose. For me Pastwatch was the worst novel. It's also hard to pick one book out of a whole series as the "best". For me:

Best Series: Alvin Maker
Best standalone novel: Saints

My favorite novel, however, is probably Lovelock.

So one person thinks Pastwatch is the best, and someone else thinks it’s the worst? Wow. I had no idea it was so polarizing. I definitely enjoyed it, but it doesn’t even make my top 10 OSC novels. Alternate history stuff just doesn’t move me like it does a lot of people, although it can be a fun diversion.
