A similar outcome would have happened eventually: the killer would have just found another way to annoy people enough to have someone(s) "call in a tip on illegal activities" to have him arrested.

Without knowing the particulars, all I can say is another four officers have died in the line of duty, having volunteered to stand for what they believe in.
