He's wearing the same kind of pants that Dick Van Dyke did in "Mary Poppins" in the penguin-waiter dancing scene.

omg I JUST quoted this song in another thread a day or so ago..... and no I don't watch regular TV to have consciously seen the commercial.

Tante, don't you remember him from his last go-round? That looks like the exact same outfit as he wore in the music video for the song. And the backup dancers were definitely doing the same dance. man, I can't believe I remember all that after all this time...
