Yes but how does he make it stick? This is really more of an interdimensional law, and since he invited neither heaven nor hell to be a part of the process, I don't think it will have a binding effect beyond the borders of Brazil.

Somehow I don't see the devil honoring such a law.

Maybe he should get a cardinal to make it a chruch law and then we'll have a Dogma-esque situation.

Well, you have to imagine, that such a doctrinal matter would have to be settled by a Church Council. No biggie right? All the Cardinals get together and discuss the issue and eventually it's decided.

Now let's flip the coin over, do we really want Hell to hold a council over such things? The idea of death is scary enough to many without thinking there's a Satanic Council being held to discuss legislation passed in some tiny town in Brazil.

Outlawing death just because the town is running out of burial space seems a bit excessive.
