To say that a person is "out there"... maybe it's a regionalism, I don't know. Here, it has the connotation of being sort of... way out there. Unusual.

I think that it's somewhat more likely that someone typed the wrong word than that the reporter was trying to make a pun.

It is, just a really really bad one, and a bit of a stretch.

Edit: I interpreted it as saying he was a young child, and because he was lost in the wild.

Because I think that too many things are deliberate and then extrapolate false information based on that false assumption far too often.
