While most of the works of OSC are available based on the locality of my credit card, there are certain works which are unavailable legally. The Empire books fall into this category. In this day and age of purchasing works over the internet, does this not reduce an authors royalties a little? Who is actually being protected by this apparent out of date practise.

Noticing on your profile where you live -- have you tried amazon.co.uk? The reason I ask is because the US publisher usually doesn't have South African rights but the UK publisher does. That's the only thing I can think of at the moment.
