Why are bunnies considered to be fluffy? We aren't any fluffier than Polar bears or tigers?

I think "fluffy" has connotations of cuteness and cuddliness. Strictly speaking, polar bears and tigers are fluffy, but if you try to cuddle with one, you get eaten. That reduces the cuteness factor somewhat.
