So tragically flawed, and yet impossible not to love.
Though, FitzChivalry Farseer would be a good runner up.
I'd love to pick someone from Strange and Norrell, but honestly, how could you narrow one down? Besides the titular characters, there's the gentleman with thistledown hair, Childermass, John Uskglass, Vinculus--all fabulous characters.
